Why this matters
Bermuda faces a housing affordability crisis compounded by geographic reality. The island is remarkably land-constrained — one of the most land-constrained territories in the world. Buildable land is scarce, construction costs are among the highest globally due to the need to import nearly all materials, and the existing housing stock is ageing, poorly insulated, and not engineered for the hurricane loads it increasingly faces. The result is a market where homeownership is out of reach for a growing share of Bermudians, where rental costs consume disproportionate shares of household income, and where the homes that do exist are increasingly at risk from climate exposure. A severe hurricane would cause catastrophic damage to much of the current stock — and insurance costs already reflect that reality. Bermuda doesn’t need more luxury villas. It needs affordable, resilient homes at meaningful scale — and a pathway to ownership that actually works.
The first housing development delivers a mixed-tenure community — designed by a global architecture practice and delivered through precision-manufactured modular construction, engineered to withstand the most severe hurricane conditions. The modular approach is the enabling decision: factory-built structural modules are manufactured to controlled tolerances off-island, shipped to Bermuda, and assembled on-site in a fraction of the time conventional construction requires.
For Bermuda’s marine frontage, a dedicated floating-architecture programme brings climate-adaptive design to the water. Floating housing is not a novelty — for an island where buildable land is finite and the ocean is the nearest neighbour, it is a structural response to a structural constraint.
The Rent-to-Own pathway opens with a modest deposit and includes a fixed, below-market energy rate for residents — powered directly by L32 Energy’s on-island generation. This is the integration advantage applied to housing: the energy vertical directly subsidises the cost of living in the housing vertical. The first development is the opening phase of a much larger programme designed to meaningfully change Bermuda’s housing supply at scale.
Modular construction

Modular construction is the production backbone of L32 Living. Modules are precision-manufactured in controlled factory conditions — structural steel frames, insulated panel systems, pre-fitted MEP, and interior finishes — then shipped as completed volumetric units for rapid assembly. The structural engineering is rated for the most severe hurricane conditions Bermuda faces.
Housing as critical national infrastructure
At the 2026 BUILD Summit, L32 set out the case that Bermuda’s housing crisis is not a spending problem but a financing problem — and that one legislative change can turn it into an investment opportunity.
Bermuda’s public-housing waitlist has more than doubled in six months. For every affordable unit delivered, eighteen more households join the queue. At current construction costs, a 1,000 sq ft unit is unbuildable at affordable rents under commercial debt, and annual housing starts have collapsed by three-quarters over the last decade.
Classifying housing alongside energy and food as Critical National Infrastructure changes the financial architecture. It moves private capital from 7–9% commercial rates to 3–5% infrastructure-bond rates, lets public land act as sovereign equity, and fast-tracks delivery. The same 200 homes, on the same site, at the same build cost: rents fall from over $5,700 a month to $1,800–2,200 with no subsidy required.

The summit also set out how L32 Living builds: modular, hurricane-rated homes on land and water, using low-carbon materials sourced locally where possible, with food grown on site and biodiversity designed in above and below the waterline. Homes that foster safety and comfort for all generations, in an environment built to meet the challenges of tomorrow.
How Living connects to everything
L32 Living residents receive power from L32 Energy at a fixed rate below the grid price. Food production is integrated on-site through L32 Food’s controlled-environment agriculture. Digital monitoring and smart-home infrastructure is delivered through L32 Digital’s BDTA Architecture, secured by the Bermuda Security Wrapper (Nonsuch). And the construction, maintenance, and operation workforce is trained by L32 Academy. The integration is the product — housing that participates in a system, not housing that sits on a grid.
