It connects housing, energy, food, digital infrastructure, workforce development, and institutional capital into one coordinated system — because security and affordability are the same policy delivered twice.

L32 exists to deliver the foundational systems Bermuda needs but does not yet have: sovereign energy generation, affordable housing, year-round food production, on-island digital infrastructure, and the human capital to operate all of it. These are not separate ambitions — they are one integrated programme, each vertical designed to reinforce the others.

L32 is an advocate for what should become critical national infrastructure for Bermuda: sovereign energy, food security, resilient housing, workforce development, and digital trust. The consortium exists to deliver that infrastructure as one coordinated system, at a pace and scale no single institution could deliver alone.

The Integration Advantage

Every vertical is designed to feed at least two others. The energy campus powers the housing developments and the data centre. The food system’s organic waste feeds the anaerobic digestion loop. The digital layer monitors and optimises all of it. Integration isn’t a feature — it’s the competitive advantage.

Bermuda as Proof

Bermuda is not a test market. It’s the hardest case — small, import-dependent, exposed to hurricanes, and operating one of the most expensive energy grids on Earth. If L32’s integrated model works here, it works anywhere with similar constraints.

Resilience Is Infrastructure

Resilience is not an aspiration or a brand value. It is a physical deliverable — generation capacity, housing stock, food production volume, data sovereignty, trained workforce. L32 measures resilience in megawatts, units, tonnes, and uptime, not in vision statements.

L32 is designed to be replicated. Every system, every partnership structure, every financial model is documented for export to other island nations and coastal communities facing the same constraints. The goal is not one successful development — it’s a replicable blueprint for sovereign resilience.
OUR PHILOSOPHY

We don't build projects.
We build resilience.

Every small island faces the same handful of problems — energy, food, housing, workforce, digital trust — and treats them as separate projects, run by separate teams, competing for the same scarce land and capital.

We don’t.

L32 starts from a different premise: an island’s resilience isn’t the sum of six separate projects. It’s what happens when they’re designed as one system. Energy powers the farm. The farm anchors the neighbourhood. The neighbourhood trains the workforce that keeps the whole system running. Nothing here is bolted onto something else — it’s one closed loop, and it starts with the community already here, not the concrete we pour.

We call this human infrastructure: not investment in people as a line item, but the integrated system of conditions — shelter, food, energy, health, education, digital access, and community — that makes a place, and the people in it, sovereign, dignified, and self-determining.

Sovereign is the word that matters most. Not sovereignty as a slogan, but as an engineering fact: energy that isn’t hostage to imported fuel, food that isn’t hostage to imported shipping, a digital layer we control rather than rent. Resilience, the way we build it, is measured in megawatts, tonnes, and uptime — not in vision statements.

We chose the hardest case on purpose. If this works on a small, hurricane-exposed island 32 degrees north with no room for error, it works anywhere. That’s why we’re building it here first — not a monument, but a model.

Dwayne is a business leader with over 25 years of experience using technology to drive growth, now applied to one problem: building practical, climate-resilient infrastructure for Bermuda. He founded CESS Bermuda to deliver clean energy on the island and L32 to connect that energy to housing, food, and workforce as a single system. A strategist and hands-on operator, he is known for building partnerships and aligning stakeholders around delivery — measured in CO₂ avoided, homes built, and megawatts online.

Eleanor Furtado

Eleanor brings four decades of financial governance experience in Bermuda — corporate trust accounting at the Bank of Bermuda/HSBC, portfolio accounting at Olympia Capital, the Bermuda Health Insurance Department, and her current role as Controller at the Bermuda Cancer & Health Centre. That discipline grounds L32’s ambitions in accountability. A committed environmentalist, she co-founded CESS Bermuda to help build the resilient, sustainable infrastructure the island needs for generations to come.

Solar is an important, affordable part of that mix — one cog in a broader approach that pairs generation, storage, control, and heat into a single, dependable system. ENERGY EFFICIENCY

Savant Power & Savant Home

Whole-home energy management that ties solar, storage, EV charging, and everyday loads into one intelligent control layer. Savant Power lets a household see where energy is going and automatically shed or shift non-critical loads during outages or peak pricing — the difference between a battery that lasts overnight and one that lasts through a storm.

HYBRID INVERTERS

Sol-Ark

The brain of a resilient solar system. Sol-Ark hybrid inverters manage solar, battery, grid, and generator inputs in a single unit with seamless switchover when the grid drops. Residential systems run 12–18 kW; commercial systems are available at 30 kW and 60 kW for larger sites, multi-unit buildings, and microgrids.

BATTERY STORAGE

HomeGrid

Modular lithium iron phosphate storage sized to the job. HomeGrid’s Stackable range scales in increments for homes and small commercial sites, the Compact series fits tight footprints, and the HG Cube serves larger installations. All ranges are designed for daily cycling in hot, humid climates — the conditions Bermuda actually has.

SOLAR PANELS

Trina Solar

High-output N-type modules built for maximum energy per square metre — critical where roof and land are scarce. L32 specifies Trina’s N-Series and Vertex Series in the 630 W and 740 W formats, delivering more generation from fewer panels and reducing mounting, wiring, and roof loading per kilowatt installed.

PORTABLE POWER

Mobile Energy Solutions

Portable, silent, fuel-free power for events, field operations, telecoms, and emergency response. Battery generators, solar Sun Tarps and Sun Wings, ruggedised metal-case batteries, and all-in-one SunKits replace diesel generators with clean output that can be deployed anywhere in minutes — and redeployed the moment a hurricane passes.

SOLAR THERMAL

Thermodynamic Heating

Hot water and space heating from solar and ambient heat, using PV-T panels that generate electricity and thermal energy from the same surface. One integrated system replaces separate solar panels and water heaters, cuts energy bills, and operates reliably from −40 °C to +85 °C. Integrates with heat pumps, storage tanks, and HVAC for residential, commercial, and industrial use.

L32 is the public identity for this programme. It is developed by Clean Energy Storage Solutions Ltd., operating in Bermuda as CESS Bermuda — the legal entity behind every L32 platform. L32 is the brand Bermuda will come to know; Clean Energy Storage Solutions Ltd. is the company that builds it.
