THE CHALLENGE

Why this matters

The L32 programme creates sustained, long-term demand for skilled trades, clean-technology specialists, and digital-infrastructure operators that Bermuda’s current workforce pipeline does not produce at scale. The island imports technical expertise for almost every system L32 is building: fuel-cell engineering, vanadium redox flow battery operation, controlled-environment agronomy, modular-construction assembly, data-centre management. The skills don’t exist locally because the training pathways don’t exist locally, because the industries that require them haven’t existed locally. Without a deliberate workforce-development programme, L32 would create a paradox: sovereign infrastructure operated by imported labour. The energy campus would generate power for Bermuda, but the engineers maintaining the fuel cells would fly in from overseas. That is not resilience — it is a different form of the same import dependency L32 exists to solve.

THE APPROACH

L32 Academy builds structured career pathways mapped to every platform. Energy pathways cover fuel-cell maintenance, flow-battery management, iron-air operations, and microgrid dispatch. Living pathways cover modular assembly, building-envelope commissioning, and facilities management. Food pathways cover CEA agronomy, vertical-farm operation, and post-harvest logistics. Digital pathways cover data-centre operations, BDTA Architecture administration, and network infrastructure.

Apprenticeships are embedded in every platform’s delivery timeline: as systems are installed and commissioned, trainees work alongside the engineering teams delivering them, building hands-on competence on the actual equipment they will operate.

L32 Academy operates in partnership with Bermuda’s existing academic institutions, integrating existing educational infrastructure rather than duplicating it. Academic partners provide the foundational framework; L32 provides the industry-specific technical content, the equipment access, the apprenticeship placements, and the guaranteed employment pathway at the end.

Career pathways
across every platform

Each pathway progresses from entry-level foundation through intermediate technical competence to specialist certification. The foundation level covers safety, systems literacy, and basic operations — shared across platforms. The technical level is platform-specific: a food-systems trainee learns vertical-farm agronomy; an energy trainee learns flow-battery dispatch protocols. The specialist level produces the engineers, agronomists, and operators who can run these systems independently.

Empowering the next generation of Bermudians

The 2026 BUILD Summit — Bermuda First: Building the Island We Want to Live In — brought together the L32 Consortium’s architecture, engineering, marine and clean-energy partners to show what a new generation of construction on the island could look like, and who will build it.

Every one of those projects creates demand for skills Bermuda does not yet have at scale: modular assembly, floating and marine construction, low-carbon materials, renewable energy and storage, controlled-environment agriculture. L32 Academy exists to close that gap — training Bermudians to find their path in sustainable architecture, and providing leading specialist knowledge developed on and for the island.

Each of these is a training pathway. As consortium partners deliver the first developments, Academy apprentices work alongside the engineering teams — so the specialist knowledge stays on the island after the build is complete.

INTEGRATION

How Academy connects to everything

Without a trained local workforce, integrated infrastructure remains a design concept. L32 Academy is the connective tissue of the entire system. Energy technicians trained on fuel-cell systems. Housing crews certified on modular assembly. Farm operators qualified on vertical-farm agronomy. Data-centre engineers credentialed for sovereign infrastructure operations. Human capital is not a support function in the L32 model. It is infrastructure — as fundamental as the generation, the housing, and the growing systems.
